Hope In Iran?
All peace loving peoples in the world will follow with interest the hearings before the United Nations Security Council on the Iranian oil dispute.
Two considerations favor at least a slightly optimistic outlook.
One is the report that Iranian Premier Mossadegh may
attend in person and the other is that Iranians might be more inclined to accept a Security Council ruling than one by the
International Court of Justice
at the Hague.
Iran refused to abide by the July 15 ruling of the Court that the British-owned Anglo-Iranian Oil Company should continue operation pending final settlement of the
oil nationalization dispute.
The Court rejected Iran’s plea that the dispute was between Iran and the
AIOC only and hence an internal affair.
Iran also disputes the Security Council’s jurisdiction on the same grounds.
But Iranians will remember that in 1946 it was the Security Council which forced the Russian garrisons out of the northern province of Azerbajian.
They cannot consistently reject the Council’s ruling in their favor in 1946 and reject it, should it be against them, now.
Meantime, should the Council rule (and Iran accept) that the status quo be maintained pending settlement the question, the way will be open for a rumored “neutral resolution.”
Such a resolution — to continue the status quo while machinery for new talks is set up — also might side-step the threatened Soviet veto.
The new talks might include the presence of a “mediator” giving them more chances of success than two-party talks in Tehran.
